INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL 15, 15A, 15B, 15C, 15D, 15G & 15H
Under the Collective Bargaining Agreements, Employers purchase Fringe Benefit Stamps equivalent to the hours worked by IUOE Local 15 members. Members redeem the stamps no less than three times a year and benefits are allocated for the following benefits and programs: the Annuity, Vacation, Welfare, Health Reimbursement Arrangement, Pension, Political Action, Supplemental Dues, Apprenticeship Skill Improvement and Safety Funds, National Training Fund, and Defense Fund.
To purchase benefit stamps a company would need to fill out the stamp order form using the stamp denominations that equal the hours being paid to member. We require a week ending, or an estimate time of when the stamps will be applied for.
Once the order form is complete, please send it to us with payment. Stamps can be paid by ACH/wire transfer, certified/bank check, or company check. If stamps are paid with a company check, there is a three-business day hold before returning. Please call the office for banking information at 212-924-6740.
Stamps will go out certified mail unless a UPS label or FedEx account/label are provided. We also have a window for stamp pick up. When the stamps are received by the company, it is your responsibility to distribute to members and keep record. We include a remittance form with stamp orders to help keep track. We ask that you mail the completed remittance form back to us and keep a copy for your company.
IF STAMPS ARE LOST OR STOLEN
A letter must be either faxed or emailed to the Office Manager with the specific stamp number(s) being affected as well as a detailed description of the occurrence.
IF A MEMBER LOSSES OR MISPLACES A STAMPS
Stamps are put on hold for four months. After the four month period, the member is directly redeemed those denominations of stamps. The member will not receive the physical stamp but will instead receive a check with the Vacation portion of the affected stamps and a letter explaining the Vacation portion of the stamps lost/misplaced.
IF A COMPANY LOSSES OR MISPLACES STAMPS
Stamps are put on hold for one Year. The affected company would need to repurchase the lost/misplaced stamps for the member(s) and then receive a refund after a year. If the affected company finds the missing stamp(s) before the 1 year hold, a notice will need to be sent to the Office Manager as well as the found stamp number(s) to remove the hold and receive refund.
All members and participants working under the jurisdiction of the IUOE Local 15, 15A, 15B, 15C and 15 D are required to redeem the stamps in their possession during each Redemption Period.
Make sure that you have allotted enough time for the Post Office or other carrier service to deliver your Stamp Book before the end of the Redemption Period which shall be no less than three (3) of the following Redemption Periods:
Stamp Books must be mailed. Books will not be accepted in person at the Fund Office.
